The State of Michigan legislature wanted the roads and bridges in the state assessed using one consistent method to review the entire federal-aid system. The Asset Management Council was appointed by the State Transportation Commission to recommend an asset management strategy to the Commission. The condition assessment method selected to be used was PASER. PASER is a windshield survey using a 1-10 rating system. This system would be used for all federal-aid roads reviewed, regardless of jurisdiction or ownership.
During the Fall 2003, the Michigan Department of Transportation began assisting the local regions and metropolitan planning organizations in Michigan in the gathering of this data. Data was again collected in 2004 and 2005. Plans are currently being made to continue the collection of data on the federal-aid system as well as on selected local streets.

KATS Involvement in 2008 and 2009
Information on road surface conditions was gathered in Kalamazoo County for all federal aid eligible roads regardless of ownership over a two year period (2008 and 2009). Asphalt, concrete, and brick roads were inventoried. The data was collected using a three-person team made up of one representative from the Michigan Department of Transportation (MDOT), the Kalamazoo County Road Commission (KCRC) and KATS. This team was augmented by staff from the cities of Kalamazoo and Portage when the team reviewed the streets within those jurisdictions. All individuals participating in the project attended the mandatory training session provided by the Local Technical Assistance Program (LTAP) and MDOT.
Ride quality was not a data element collected at the time the inventory was performed and, therefore, is not considered in the ratings. Ratings on bridges were excluded from the data collection efforts because bridges are inspected and rated with another process.
